What is the preferred method for each site? In what order should works be undertaken?
Multi-criteria analysis

Cost-benefit analysis alone may not be sufficient to select the most appropriate technique for each site, or to prioritise several proposed remediation sites. Additional criteria may be needed to describe non-economic characteristics. Once these criteria have been identified a system of scoring should be developed to allocate ‘decision weights’ that reflect the importance of the criteria.

Consistent application of scored assessments is important to ensure a useful result. Although multi-criteria analysis lends itself to inclusion of more criteria than cost-benefit analysis, there is greater risk of poor evaluation due to subjective assessment.

Criteria must avoid incorporation of values already captured as part of a cost-benefit analysis and methods of calculation (net present value or the benefit-cost ratio) should be consistent.
